(Published in the McAlester News-Capital on November 2nd, 2016.) PUBLIC NOTICE FOR EARLY PUBLIC REVIEW The Town of Canadian is proposing to expend Federal funds in an area that is subject to flooding as identified by Federal Emergency Management Administration. The subject funds are Community Development Block Grant funds administered by the Oklahoma Department of Commerce. The Town of Canadian is proposing to undertake the following activities in the floodplain area: The Town of Canadian is under an ODEQ Administrative Consent Order for unpermitted discharges. They are having problems with overflows and unpermitted discharges during heavy rainfall due to excessive inflow and infiltration of storm water. The Town owns and operates an extended aeration mechanical Wastewater Treatment Plant (WWTP). Unit # 1 located in the WWTP is currently not in operation. It needs to be replaced to come into ODEQ compliance. The collection system is comprised mostly of clay tile sewer lines that are cracked and broken and allow inflow and infiltration to the system. The proposed project also includes the wastewater treatment plant improvements, replacement of existing sewer main and manholes, and surface repairs. The project will be constructed within the existing WWTP area and the sewer line installed in existing utility right of ways. The project is located in S 7&18, T8N, R16E in Canadian, Pittsburg County, OK. The purpose of this notice is to give an early opportunity for interested agencies, persons or groups to comment on the proposed action. The Town of Canadian is desirous to considering any feasible alternatives or adjustments to the anticipated project that might minimize any potential adverse effects upon the floodplain as a result of the project. The Town of Canadian has additional information concerning this project available for public review and copying, upon request, at the Canadian Town Hall Clerkâs Office located at 302 NE Tignor Canadian, OK 74425. Any comments relative to this proposed expenditure of Federal funds in an area identified as a flood hazard area should be submitted in writing to Luann Dugan, Mayor, at Town of Canadian, at 302 NE Tignor Canadian, OK 74425 on or before November 18, 2016.
